Form 16 has to be filed by the patent owner (assignor / mortgagor / licensor) when there is made a separate agreement on a patent between the patentee or the patent owner and other person who shall own share in / profits earned by a patent, by any way such as mortgage or licensing or other instruments etc. Registration of such agreements or share holding documents to the patent office shall be done only through Form 16.
Overall, Form 16 has to be filed when there is any document or agreement or activity performed with Patent as the base and the same affects the proprietorship of the Patent Owner.
