Form 20 has to be filed when a licensee who got a patent compulsorily licensed through the powers of the Controller, on the basis of certain terms and conditions for payment of royalty or selling price of the product or any other terms as such; requesting the Controller to revise the terms and conditions of the license after a period of minimum 12 months of execution of such license already granted, when he feels that the patent so executed as per the terms laid shall not be commercialised or done business with except on a loss.
Form 20 on a compulsory license so granted shall be made only once per patent.
