Form 21 has to be filed by a patentee or any person who is the legal representative of the patentee requesting the Controller to terminate any compulsory license so granted on his patent on any grounds or reasons with the undertaking that such situation will not occur and the compulsory license so granted shall be terminated. The Controller shall cancel the Compulsory License only after analysing the reason for such a grant of license and only based on the confidence that such a situation will not arise again.
