The Controller shall have the right to appear before the Appellate Board and be heard when,
- any relief sought is including the change in the register of the patent office and any question arises on the practice of the patent office.
- any appeal to the Appellate Board is made from an order of the Controller upon an application for Grant was
- not opposed, and is refused or accepted after amendments or conditions or limitations by the Controller, or
- opposed and the Controller considers that appearance is necessary on public interest
- Unless directed by the Appellate Board for the Controller to appear in person; the Controller may express his statement in a writing on any issue as expressed by the parties before the Appellate Board along with his signature and the same shall be considered an evidence of the proceeding.
